Concepts and applications of backup coverage
Article Abstract:
The concepts and applications of the second coverage of a demand mode, backup coverage, are examined for potential as a basis in modeling the position of emergency vehicles and the availability of services within a network. Coverage models are discussed, and two backup multiple coverage models (and a possible third) are developed. Results indicate that major loss of first coverage is not required for significant amounts of additional backup coverage, and co-location of facilities may occur when backup coverage is used as a main objective in a problem. Research recommendations are described to connect a stochastic analysis with these deterministic models.

Equivalent formulations of nonlinear integer problems for efficient optimization
Article Abstract:
F. Glover's linearization technique, which proposed an equivalent linear representation of the quadratic capital budgeting problem, reduced the number of to-be-added variables from n(n - 1)/2 to n while reducing the number of new constraints to 4n in order to eliminate the blow up in problem size. A proposed new technique improves Glover's technique by reducing the number of new constraints from 4n to 2n and keeping the new continuous variables at n but constrained in sign, thus reducing the size of the transformed problem.

A methodology for collective evaluation and selection of industrial R&D projects
Article Abstract:
A methodology for assessing and selecting research and development (R&D) projects in a group decision setting is introduced. It allows the evaluation of all R&D projects without immediately imposing a uniform evaluation scheme, and it also facilitates increased participation of group members in deciding which research project should be pursued. The application of the methodology in Turkey's iron and steel industry are also discussed.
