Lang Corporation has spent 1997-1998 in turmoil; efforts to improve the productivity of the waterfront sparked trouble with the unions, and resulting debts rose to $40 million Australian. Victory on the waterfront issue is expected to bring increased earnings in 1998-1999, but now the fear of the industry is that the new waterfront capacity will result in a destructive over-capacity.
