VP AL Gore pledged on Feb 20, 1995, that the Clinton administration would issue an executive order that would prohibit awarding federal contracts to firms that hire replacement workers during strikes. He also said the president would veto any attempt to repeal the Davis Bacon Act.

Clinton orders Medicaid streamlining

Clinton ordered on Feb 1, 1993, that the federal government make it easier for the state governments to use Medicaid funds in new and better ways. Medicaid is the fourth-largest budget item and growing annually. The federal share of Medicaid costs in 1992 was $67.8 billion.
