Duke tests nuclear agency on renewing plant license

The nuclear power-generating industry is watching carefully as Duke Power, the second largest US operator of nuclear plants, submitted an application for extending the life of its Oconee plant to the Nuclear Regulatory Commission. Duke Power, a unit of Duke Energy Corp., has a 40-year license for its 25-year old Oconee plant. Some aging and costly nuclear power plants, in an era of deregulation of the electricity generating industry, have been decommissioned because the renewal application process is expensive, lengthy and laborious. Baltimore Gas & Electric also filed a license renewal in April 1998 for its Calvert Cliffs nuclear plant. Commonwealth Edison, seeking funds for improving its nuclear plants, will sell its 6 coal-fired plants, valued at about $1.1 billion

GPU sells 23 power plants to a French-linked company
Article Abstract:
In a deal typical of deals as the utility industry deregulates, GPU Inc. sold 23 power plants to Sithe Energies for $1.68 billion. GPU plans to distribute rather than generate the power. Sithe now can become a larger producer that should, in the long run, at least, be able to pass along some rate savings to consumers in one of this country's more expensive markets, the Northeast.

It's a buyer's market for nuclear power plants, a sign of how deregulation of utilities is changing the power industry. Buyers of nuclear plants can compete with low-cost plants run on hydro-power, coal and natural gas. However, the sale of Pilgrim Nuclear in Plymouth, Massachusetts to Entergy Corp. has left employees missing the security of former owner, Boston Edison.
