Article Abstract:
A bill providing for electric utility competition was introduced in Congress by Dan Schaefer in Jul 1996. Plans for customer choice of electric utility suppliers by Dec 15, 2000 must be provided by the states within six months or two years, depending on circumstances. Portland General Corp has also been acquired by Enron Corp, a natural gas company. Utility stocks are not recommended in 1996, as they are expensive and have an uncertain future.

Article Abstract:
Few electric utility customers in California have elected to change their supplier, even though utility deregulation has begun in that state as of Mar 31, 1998. The partial deregulation in the California utility industry, "competitive transition charges," and a customer rate reduction as of Jan 1, 1998 seem to be the main reasons for customer inertia. In any event, these stocks are unattractive for 1998 and through the years 2001-2003.
