Article Abstract:
Stocks for electric utilities in the eastern US have declined during the 2nd qtr of 1999 and these issues have become untimely as downward pressure is expected to continue through the rest of the year. Public opinion on the need for electric utility regulation has become divided between those who are in favor of federal legislation and those who believe that the states should restructure the industry at their own pace. The industry itself has become divided between those which have remained traditional and those which have expended, but there are few good selections for investors in this sector.

There has been a sell-off in electric utility stocks in 1999 due to rising interest rates with most at their 52-week lows in the 3rd qtr of the year, and further interest rate rises by the Fed could lower stock prices more. Deregulation of electric utilities is continuing, as are acquisitions and mergers within the industry, and competition among generators is also increasing. However, most investors should look elsewhere, even though total returns for the next three to five years are good.
