Equity in Human Resource Investment
Article Abstract:
The Federal Government, not states and localities, has primary responsibility to help fund and support national interests in education. Yet the Reagan Administration insists the opposite: states and localities have this responsibility. If states and localities are left on their own, inequities in education will arise because some will lack the necessary resources. There is no way for the Federal Government to transfer its social responsibilities elsewhere without causing problems of inequity.
