BellSouth to offer newspaper, others 3-digit numbers

BellSouth Corp will provide three-digit numbers for use by Cox Enterprises Inc's newspaper business, and to others, to be used for information services. BellSouth plans to reserve the following numbers for the services: 211, 311, 511 and 711. BellSouth's action is seen as a significant event in the ongoing controversy over electronic information services, which has ranged telephone companies against newspaper interests. It means that consumers could get an easy and convenient way to access such kinds of information as news, weather or shopping information. How to allocate numbers for such services is seen as a problem that could raise questions about antitrust and monopolies. BellSouth will submit the matter for consideration by the Federal Communications Commission (FCC).

The Federal Communications Commission (FCC) proposes to allow independent telecommunications companies to link their fiber-optic networks to local telephone systems. Pricing and technical considerations remain to be worked out, but a final decision could come by the end of 1991. The decision could lead to a competitive market for local phone companies, signifying, according to one industry observer, 'the beginning of the end of the monopoly phone franchise.'
