Forecasting Public Issues
Article Abstract:
An emerging public issue is defined as one having a direct or indirect impact on society that is not currently on a social, legislative, or regulatory agenda, but will be on an agenda within several years. Recognizing and forecasting these issues is not always an easy task as they often are difficult to define. Several categories of emerging issues are: economic issues, social issues, political issues, ecological issues, and technological issues. Forecasters of emerging issues closely monitor the social, political, economic, and industrial environments to detect signals of what might be future public issues. Three emerging issues are examined to see what methods were used to forecast them.

The Forecasting Brain
Article Abstract:
Forecasting any event begins with a state of mind. Many brain processes and steps are involved in forecasting. Analysis would find the same steps involved. A series of ten sequential steps are detailed. Control of the brain is exercised by the higher and lower brain. In forecasting, control is exercised consciously and below consciousness. Another aspect that shapes our thoughts lies in personal differences. One of science's most difficult questions is whether there is a control center or centers higher than the frontal lobes, of mind beyond brain.

Forecasting Potential Crises
Article Abstract:
Proper responses to crises can only be formulated when crises are accurately forecast. Research indicates that crises do not occur without warning. Identifiable forces precede many crises. Lack of preparation may lead us to consequences we do not wish to pay. Five potential crises are identified.
