House passes foreign-aid bill

The US House of Representatives voted 222-192 to pass the American Overseas Interests Act, a Republican-sponsored measure that would reduce foreign aid outlays and eliminate three foreign affairs agencies. An effort to repeal the War Powers Act failed to pass by a narrow margin.

Both the House and the Senate passed an $86.9-billion appropriations bill for the VA and HUD for FY 1993. Funds for the National Aeronautics and Space Administration and the Environmental Protection Agency also were included in the bill.
