House resolution stalls budget negotiations

The Republican leadership began negotiating a compromise budget plan with Pres Clinton on Nov 28, 1995, but on Dec 20, 1995, House Republicans voted against a compromise unless Clinton agreed to a balanced budget in seven years. The vote caused the furlough of 260,000 workers on Dec 16, 1995.

President submits 1997 budget proposal
Article Abstract:
Pres Clinton, complying with a legal deadline, submitted a simplified version of his 1997 budget plan on Feb 5, 1996, even though portions of the 1996 budget are still unresolved. The tentative plan calls for modest cuts to Medicare. A more complete plan will be released on Mar 18, 1996.

Federal budget: Omnibus spending bill passed
Article Abstract:
Both houses of Congress passed versions of the 1996 Omnibus Appropriations bill in Mar 1996, that would authorize spending for various government agencies until Sep 1996. Pres Clinton objected to some provisions of the bill related to education and the environment.
