Housing subsidies, inequality and affordibility: evidence from Glasgow
Article Abstract:
The estimated effects of housing subsidy depend on the system chosen to caluculate them. The system chosen upon which to base analysis is the 'cash flow' system, which measures subsidies in relation to normal tax systems. The evidence shows that housing subsidy reduces inequalities, but that there is scope for further reduction. The housing system, which includes local authority accomadation, is disadvantageous because council housing pricing policy reduces freedom of choice by reducing incentive to move house to reflect needs and tennents receive less subsidy.
