Military-construction funds signed
Article Abstract:
Clinton, on Oct 3, 1995, signed the bill which allocates $11.2 bil for military construction although he singled out $70 mil in projects he though were not needed. Construction projects to be funded include construction and maintenances of barracks and roads, and new housing for dependents.

Japan hosts APEC summit; free-trade framework signed

Members from the 18 countries that comprise the Asia-Pacific Economic Cooperation met in Nov 1995, and agreed to develop a free-trade pact by 2020. Member nations are expected to present unilateral trade changes in 1996. China elected to reduce 4,000 tariffs in 1996 by at least 30%.
