Implementation of performance monitoring relies on several factors for success. These include explicit strategic objectives that are articulated in everyday working practices, data collection and evaluation procedures, and empowerment of staff based on these evaluations. These processes should be implemented sensitively to avoid conflicts resulting from varying perceptions of authority.
