Propaganda, persuasion and symmetry: local and central government perspectives on communicating with the citizen
Article Abstract:
Research was conducted to examine the appropriateness of central government's communication on the Citizen's Charter within the context of four public relations models identified in a previous study. The models include press agentry/publicity, public information, two-way asymmetric and two-way symmetric. Results indicate the political nature of the Citizen's Charter which adopted the press agentry/publicity model and the public information model instead of the two-way symmetric model that was designed for generating mutual understanding.
