Renovation of public housing: suggestions from a simple model

Article Abstract:

A preference for the renovation of public housing over new construction has been a commonly observed practice from the 1930s to the 1980s. However, opting for the renovation alternative due to apparent cost-saving advantages proves to be a self-defeating action. The greater cost associated with renovation is determined using additional expected life created as the measure of benefit. Insistence on the renovation alternative, despite its greater cost, is surmised to result from a refusal to view new construction as a viable substitute. It is also possible that indirect advantages such as supplementary benefits, in the form of increased financial subsidy, from local housing authorities could serve to induce a preference for renovation. Renovation also foregoes potential difficulties in new construction that arise from demolition and location considerations.

Approval voting, Borda winners, and Condorcet winners: evidence from seven elections

Article Abstract:

A study was conducted to analyze a structure of voter preferences based on data associated with approved votes using a framework that permits the establishment of a distribution of rank orders from subset choice data. The framework was also utilized to calculate normative constructs, such as Borda ordering and possible Condorcet winners through estimated model parameters. The voter choice behavior was determined by three random variables, vote, ranking and size whose probabilities were estimated from relative frequencies. Results showed that approval voting can effectively be utilized as a social choice method. They also indicated that Borda winners and Condorcet winners differed analytically and characterized competing normative statements.
