Six ex-Soviet states sign security treaty; Ukrainian leader skips Tashkent summit

A mutual-security treaty was signed by six of the countries of the Commonwealth of Independent States: Russia, Kazakhstan, Armenia, Turkmenistan, Uzbekistan and Tajikistan. The countries promised not to wage war against each other and to respond collectively if one was attacked by a foreign country.
