The tensions inherent within the largest telecommunications operators that have structured standardized management approaches and the need for flexibility, agility and creativity, by their internal business units and subsidiaries to remain competitive is highlighted. With the global trend towards telecommunication deregulation, the market place is becoming turbulent and the imperative for innovation in products making processes and organizational approaches increasingly apparent.

A comparison is made as to know how managers and non-managers conceptualize employee empowerment, what they aim to achieve from it and what they actually achieve. The studies stated that the employing organizations were reluctant to invest in their development making it difficult for the employees to strengthen their power base and/or to their lot.
