Strategic spillovers and incentives for research and development
Article Abstract:
A model in which a monopolist supplier can contribute to downstream product improvements through strategic spillovers which function as substitute for R&D efforts is proposed. The supplier may appropriate an indirect return on R&D because enough high levels of spillover information lead to greater downstream product quality or because spillover information reduces the equilibrium sunk cost of R&D for downstream firms. Both events lead to an expansion of downstream output and enhance the demand for the supplier's intermediate good. The locus of R&D partially shifts from the downstream to the upstream industry in the presence of strong incentives for supplier R&D. Further studies are recommended, especially on the welfare effects of strategic supplier behavior.

A collaborative biotechnology research project between ICI, Glaxo, Celltech, J & E Sturge, the Science and Engineering Research Council, and universities is analyzed as a case study in joint venture management. Collaborative research projects allow companies to minimize the risk, expense, and time involved in developing new products. However, sensitive management is required if collaborative research projects are to succeed.
