Patents for technological innovations developed by various research centers are now being sold to firms which continue the study for product development. This generates for them savings in time and cash outlay for initial research. Commercialization of inventions and discoveries was sanctioned by laws which compel federal scientists to allow transfer of technology in return granting them 15% in royalties received. Likewise, such licensing arrangements prove beneficial to the research laboratory in seeking grants from corporations. Business enterprises, on the other hand, face the challenge of making their investments on these new technologies pay.
