The backlash against managed care
Article Abstract:
The Patient Access to Responsible Care Act (PARCA), introduced in the fall of 1997 by Rep. Charles Norwood of Georgia, would form an estimated 300 federal health-insurance mandates and would also make employers susceptible to medical malpractice lawsuits in relation to the decisions they make on health coverage. There is now a proposal by Democratic congressional leaders for a bill that is filled with mandates. Both proposals show the increasing political and public backlash against managed health care plan restrictions.

Public outcry against the practices of some managed care corporations could provoke Congress into adopting reform laws that may price small firms out of the health benefits market. Several examples of both objectionable practices, and of possible Congressional responses, are provided.
