State legislatures will continue to be concerned with tight budgets even as the nation's economy improves as many federal programs are turned over to them under Reagan's "New Federalism." Congress has approved the continuation of industrial revenue bonds, which have been a major source for states' economic development programs. States are seeking new ways to encourage industry to their state and attempting to diversify their economies.
