The financial effects of fuel adjustment clauses on electric utilities
Article Abstract:
The assumed trade-off between the incentive effects and risk effects of fuel adjustment clauses (FAC), which are often implemented as a means to adjust electricity prices when fuel costs change, may not exist. The relative trade-off is between wealth effects and incentive effects caused by a difference in actual and base fuel costs. FACs are useful during periods of fuel-cost inflation and should be eliminated in periods of deflation.
