The process of change in relationships between public research and industry: two case studies from France
Article Abstract:
France, more than any other industrialized country, allocates a greater portion of its budget to government research institutions. Inversely, its industries, as well as small and medium business outfits, are not so keen on spending on research and development. Studies show that technological advancement in the private sector is heavily focused on design and not research. Relationships between private companies and government research institutions do develop but over a protracted period of time due to wariness on the part of the companies.

Key figures involved in spinning off new companies from research and development (R&D) organizations include technology originators, entrepreneurs and venture investors. A study follows five spinoff models from invention through process stages to sale and initial public offering. The studies include spinoffs from national laboratories such as the Argonne National Laboratory/University of Chicago Development Corp., plus Boston University, and Kings College London.

Measuring the economic benefit from R&D: results from the mass, length and flow programmes of the UK National Measurement System
Article Abstract:
The UK's National Measurement System (NMS) allows companies to perform measurements and calibrate their products to international standards. Studies in other countries reveal that measurement adds value exceeding costs to the gross national product. NMS reductions would reduce the growth and profitability in several economic sectors including, for example the glass industry, semiconductors and aerospace.
