Computer attacks in 1997 more likely came from disgruntled employees than from the Internet, according to an informal Computer Security Institute survey. More than 87% of the polled corporate, financial, government and university security managers blamed insider fraud or sabotage as the probable culprit for data security incidents. The incidents include theft of proprietary information, unauthorized access to a colleague's E-mail and storing digital pornography on a company computer. Several factors are contributing to the risk of insider attacks, according to security officials. Companies are extending insider privileges to a growing number of outside contractors who perform technical work. The demand for fixing year 2000 programming flaws has created a programmer shortage, which means companies are less selective in their hiring, according to the Gartner Group. Many companies decline to report any events to law enforcement agencies because the firms fear negative publicity, security analysts say.

New Internet users are experiencing challenges in creating personal, second-level Internet domain names because of the Internet's growing worldwide commercialization. The registration of 100 million Internet users is putting pressure on the Internet addressing system. Other obstacles include greed, government bureaucracy, national interest and unchecked consumer speculation. 'Dot com' represents the most prestigious personal domain, with more than 100,000 new entries per month. Users with common names may need to search among the more than 200 participating countries to register. Many of these nations relax their standards, as more than 70 do not require local residence. Netnames USA, a top domain name agent, charges $75 for each .com, .net or .org domain and $249 to arrange a national domain.
