U S West is criticized by rivals on plan to market Qwest long-distance service

The U S West Communications Group/Qwest Communications International long-distance marketing pact has drawn mixed reaction from local Bell telephone companies, with some rivals possibly seeking action to halt the deal. Terms include awarding a per-customer fee to U S West for referring members throughout its 14-state territory to Qwest's new long-distance service. Qwest, meanwhile, draws no revenue from its flat 10-cent-a-minute rate targeted to U S West-lured customers. U S West defends the arrangement, saying telecom law does not bar Bells from marketing un affiliated carrier's services. Some critics accuse U S West of violating the Telecom Act of 1996, which prevents Bell companies from offering direct long-distance services in their home areas until they open local markets for competition.

AT&T plans local service in New York
Article Abstract:
AT&T Corp. is planning to offer local telephone services to residents in New York. Although the acquisition of TCI gave AT&T an advantage in some communities, TCI has no cable service in New York. So, AT&T must lease services through Bell Atlantic. They are anxious to begin Local telephone services throughout the country, but it seems they must wait for the technology to catch up to their pace.
