U.S. says securities firms may share information on the Year 2000 problem
Article Abstract:
The US Justice Department issued its approval for a securities industry plan that would allow securities companies to share ideas and information on how to resolve their software systems crisis regarding the Year 2000 problem. In order to fix the widespread dilemma regarding problems that will arrive for date-keeping programs that use only two digits for the year when the calender approaches Jan 1, 2000, many in the industry are cooperating in the search for solutions. Because the crisis, if unresolved, could shut down or cripple communications and commerce, the Justice Dept. said that competing securities firms could share information on the matter, but as long as discussions refrain from including information on such competitive issues as pricing or customer information. Other industries are also clearing the way for similar exemptions from regular antitrust obstacles in information-sharing on this particular problem.

Local presence is key to European deals: Bombardier finds business goes to firms on the scene
Article Abstract:
Canadian transportation equipment group, Bombardier Inc., already has 12 railcar factories in Europe but rather than saving millions by closing some to reduce overlap, the company is planning to by more. While at first such a strategy may seem inefficient, Bombardier has learned what many manufacturers in Europe have long understood: despite the supposedly unified European market, a presence in the local market can make all the difference. While illegal in some countries, many states such as Germany, Austria and France still require "local content" laws to be respected in which local and national governments favor companies that will be using local labor. In Europe, Bombardier has centralized its engineering and purchasing functions but it has not centralized its manufacturing because it believes that acquiescing to the informal pressure to use local labor has definitely helped it win contracts.
