Welfare reform: undoing the mistakes

Welfare reform and other reform goals of the GOP-controlled Congress are recognition that past mistakes can be corrected. The welfare system, begun as a safety net for people in need, created dependency and destroyed incentive. Government needs to anticipate change as businesses do.
