Why spending cuts must come first

Government spending must be reduced to cut the federal budget deficit. Federal spending has increased 225% between 1960 and 1993, and only half of that amount is due to inflation and population growth. Even with increased taxes, the budget deficit will increase unless spending is reduced.

The line-item veto: an idea whose time has come
Article Abstract:
Spending by the federal government is running two years ahead of revenues. The Congress has been unable or refused to rein in spending. This lack of fiscal restraint requires that the President begin to aggressively use the line-item veto and make the Congress vote for restoring funds.
