Wire it and they will come; Iowa built a statewide fiber optic network and must now decide who can use it
Article Abstract:
The state of Iowa's fiber optic communications network, originally built with a vision of wiring disadvantaged rural schools to enhance their educational offerings, is being used by a growing number of government and social services. Parole boards are using the system to conduct hearings, saving the cost and risk of transporting prisoners and parole and judicial personnel. Hospitals and doctors are using the system to provide remote diagnostic services. Libraries are hooked in and state agencies use the system for phone services. Users of the system are charged on a sliding scale, with few paying full cost, the balance being made up for by state subsidy. There is political pressure to open the system up to commercial use, which has been resisted even as institutional use has expanded. Since the state made the decision to build the network in 1990, it has cost $300 million to build and operate, including $178 million for the the original cable and $95 million to wire schools. Subsidizing operation and expanding the network costs an additional $25 million per year, but costs are expected to drop as usage expands.
