1992 'is upon us'
Article Abstract:
European government and business leaders are responding differently to the impending elimination of remaining trade barriers by the end of 1992. Only the French have demonstrated a willingness to operate an organized effort to raise public consciousness about 1992. A new body similar to the US Federal Trade Commission was established a year ago by the French to improve the competitiveness of French industry and prepare for the coming 'single' market. Major reform of the French Ministry of Industry has also been undertaken. The British have also been active proponents of the single market, and helped push through reforms. The Germans are characterized as only minimally interested in increasing public awareness of 1992. The Italians are seen as being well-positioned to benefit from the restructured market, despite almost no government interest or support.

The odd couple: France, Germany
Article Abstract:
Cooperation between France and West Germany is helping to form the foundation of a unified Europe because of the economic force the two countries generate, despite a historical reputation for conflict. France and Germany account for almost half of total European Community (EC) trade and gross national product, and make up over one-third of the EC's population. Head of the Ministry for European Affairs Edith Cresson of France and German Minister of State for European Affairs Irmgard Adam-Schwaetzer believe the alliance between Germany and France cannot function in isolation from other EC countries, however. France and Germany will need support on such issues as east-west relations, trade reciprocity, and monetary cooperation.

Paris in the hot seat
Article Abstract:
France has recently been elected to the presidency of the European Community, and the most important issues on the agenda continue to be efforts to lead Europe to economic unity in 1992. France has developed a list of issues, including: economic and monetary union; a social charter for workers; and the environment. France must focus specifically on various 1992 reforms, especially the sensitive and contested issues of indirect taxation and physical borders. Many are skeptical of whether France can achieve its goals because of recent British criticism and troubles between France and Germany.
