Politicians retain considerable influence over the Italian banking sector. Italian banks remain overstaffed and uncompetitive, but politicians do not wish to reduce the workforce in the sector. Banks are seeking merger deals, but Italy still does not have any banks in the European top 50. The Bank of Italy is opposed to any large-scale investment by foreign banks into Italian ones. However, it may now be permitting the banking sector to reorganize itself.

News that Bank of Ireland is considering a $18.6 billion merger with Alliance & Leicester has become public knowledge earlier than the two parties to this deal had planned. Advisers had no time to present the deal properly to investors, and this prompted a fall in Bank of Ireland's share price. There are plans for a dual-headed corporate governance structure, ensuring that the shareholder structure of each institution remains unaffected.
