A bridge too far: Hong Kong fends off traffic assault from China
Article Abstract:
A bridge from China to Hong Kong was started in 1992 at Zhuhai, China. The project has been stalled since a formal postponement was sought by Hong Kong, which feared the traffic congestion that would result from the new bridge. The planned entry point is at Lan Kok Tsui in Hong Kong's new territories and road building to create enough new capacity would take an estimated 10 years. Another bridge has been proposed from China across a shorter stretch of water from Shekou, but the authorities are likely to proceed more cautiously with this project.

Guangzhou's subway construction project exemplifies a new trend toward flexibility among officials overseeing high-profile projects. Many are behind schedule, so they are bending and breaking rules to give property developers, who are supplying much of the capital for the construction, incentives to not pull out. The officials also show a new committment to schedules. In some cases these conflict, as when Shanghai officials let developers build closer to the subway stations, leading to leaks that caused delays.

Of the beaten track: China's interior offers joy to some foreign investors
Article Abstract:
Many investors are happily setting up factories in China's inland provinces, lured from the coast by special perks and lower costs, but these regions still received only 11% of foreign investment through 1994. Favoritism, or good connections and relations with the local government, can still bring advantages inland that are not available where competition is greater, but it also requires the company and its top executives to contribute to the community.
