The Japanese Liberal Demicratic Party (LDP) lost 2% of share of seats in the April 1999 local elections, as independent parties increased their share by 12%, including the governorship of Tokyo. Japanese unemployment may rise as companies start to restructure, and the ruling LDP was hoping to hold elections before a significant rise in unemployment. Prime minister, Keizo Obuchi, has to be re-elected as president of the LDP in Sep 1999, if no election is held before then, and he could face stiff competition.

Scapegoat passes buck
Article Abstract:
The European Community is waiting to see if the UK and Denmark will pass the 1992 Treaty on European Union. A committee on subsidiarity is analyzing trade and monetary regulations in an attempt to reassure all concerned that bureaucracy is being reduced.
