China may reform its banking system, which now consists of four specialized banks and approximately twice as many comprehensive banks. The comprehensive banks, such as the Bank of Communications (Bocom), are profit-oriented, but still subject to control by politicians and bureaucrats.

Operating profits of the Japanese banking industry have risen substantially as interest rates have fallen, but the outlook for the banks is stilly gloomy because of the mountain a bad debt. They will work under this burden for several more years.
