The planting of a bomb under Russian finance minister Andrei Vavilov's car will not be enough to stop the move toward privatized banking in Russia with no government ties. The bombing was probably from a banker angry over Russia's decision to limit government banks to 13 from some 100 banks previously.

Well-cushioned in Basle
Article Abstract:
Proposals for reforming the basle Accrd have been published by the Basle Committee which deals with banking reform. The rules have been the same for bad and for good credit which had led banks to seek higher returns by lending to emerging economies, in turn leading to the replacement of better-quality assets. Some banks have used models to assess the risk levels of their portfolios. The Basle Committee suggests improved supervision and more transparency. Banks with adequate risk management practices will also be permitted to use internal ratings.
