The European Commission has called on Landesbanks in Germany to repay government aid. The Landesbanks are under pressure, and mergers could reduce the number to around four in a few years from 2000.

German banks tend to be unprofitable and fragmented, and state subsidies have introduced distortions into the system. Consolidation appears advisable, as does the privatization of the Landesbanks. A dispute has arisen between Germany and the US over a revision of the Basle Accord on capital adequacy. German banks should abide by international rules if they are to compete in international markets. The Landesbanks benefit from state guarantees and cheap finance, and critics argue that they have an unfair advantage in international markets.
