There are approximately 27,000 nuclear weapons scattered throughout the Commonwealth of Independent States. Russia seems to have tactical weapons but strategic ones still have to be collected and dismantled. Plutonium and uranium disposal is difficult and the solutions are few.

Technology is available to build a fail safe self destruct system into nuclear missiles to protect against accidental launchings. Implementation of these systems could prevent a worldwide disaster.
