Pres Leonid Kuchma and his government must accomplish three goals before Mar 29, 1995, the deadline set by the IMF to confirm a $1.5 billion loan to Ukraine. Parliament must approve the new budget, and the Ukraine needs promises of economic assistance from Russia and the US.
