During his first term the Clinton administration and Congress cooperated on several trade initiatives, such as NAFTA, but in his second term commercial policy has been bogged down by partisan politics. The US needs unity on trade issues, such as most favored nation status for China.

Getting the measure of trade
Article Abstract:
Pres Clinton's trade policy is not all that different from that of George Bush, but its public posturing has the US's trading partners confused. Part of the problem seems to be the differing positions on trade coming from individuals in the Clinton administration.

The priming of Mickey Kantor
Article Abstract:
Pres Clinton chose Kantor not to make policy decisions but to express ideas put forth by the administration. So far, Kantor has made suggestions of protectionism, which reflects the general attitude of the Clinton administration.
