Rivlin, a strong advocate of deficit reduction, will be forced to defend the budget of Pres Clinton, who has abandoned deficit reduction for tax cuts in a popularity contest with the Republicans. The president is unlikely to get his way in any event and should have adhered to a more prudent policy.

Pres Clinton faces more obstacles in reducing the budget deficit in his second term. The control of Congress by Republicans and his inability to rely on tax increases will lead to more spending cuts. Clinton vows to stay in the center on these cuts, but Republicans may want more extreme cuts.
