US and UN military retaliation will do little to effect Saddam Hussein's control of Iraq. Most Iraqis are convinced that Iraq won the war and the West is attacking with no provocation. Unless the attitude of the people changes, there can be no change of government.

The US should create a long-term policy for dealing both with tyrants such as Saddam Hussein and Islamic fundamentalism. A policy consisting of economic and political measures can help to introduce democracy to anti-western fundamentalist countries.
