The stringent budgetary rules of the Maastricht design threaten to undermine European Monetary Union. German Chancellor helmut Kohl was rebuffed by his central bank and France's government was thrown out trying to comply. More flexible fiscal-policy rules are needed for EMU's success.

Don't "save" the yen

Whether or not to intervene in the global currency markets to prop up the Japanese yen will be a key agenda item at the Feb 1996 meeting of the Group of Seven (G7) nation's central bankers and economic policymakers. The G7 nations should resist the urge to meddle with exchange rates.
