AUSTRIA: TELEKOM CONTROL RULING ON LAST MILE

According to decision by Austria's Telekom Control Commission, Telekom Austria (TA) has to grant its private competitors access to its telephone network in order to be able to offer the so-called last mile links to customers. The private operators will have to pay Sch 170 per month for the link as well as a one-off charge of Sch 750-1,500. While TA had demanded Sch 300, the private operators had offered Sch 116 per month. Beside voice telephony, the decision concerns broad-band services. However, TA is entitled to reject such connections in cases of "shortage". The Commission also decided that TA has to allow its private competitors to use its exchanges ("co-location"), paying rent for the use. Heinrich Otruba from the Telekom Control Commission expects TA to lose about 1% of market share in the next 18 months. TA is to launch new products for business clients in order to defend its market share. Mr Otruba does not expect the new rules, which are valid until September 2000, to result in a marked reduction of prices of fixed-line telephony.

AUSTRIA: CATERING SERVICES BY ALAKART

Airest (the airline catering joint venture of Austrian Airlines, Swissair and Lufthansa) and the Swiss company Restorama have set up a 50:50 joint venture to provide catering services to companies, hospitals and old people's homes in Austria. Contrary to the market leaders Eurest and Wigast, the new company called Alakart will carry the economic risk of the catering service. Within three years Alakart aims to generate an annual turnover of Sch 200mn with 200 staff and gain a market share of 10%. Entry onto east European markets is planned for 2002. In Austria, about 75% of companies have outsourced staff catering, while in the social sector, the outsourcing share is only 3%.
