Economic problems are beginning to emerge in Saudi Arabia, a country widely regarded for many years as being very wealthy. The most wealthy people still live very comfortable lives, but conditions for the poor are growing harsher as public services are scaled down and unemployment rises. The government has started to face significant challenges as a result of the dramatic decline in the price of oil, and has been forced to reduce planned state spending for 1999 by almost 16%. Political dissent could emerge if Saudi Arabia's economic problems are not addressed quickly.

Article Abstract:
Women need to be given the opportunity to rise higher on the employment ladder of UK local government, with only 8% of local government chief executives being women in 1998. Mentoring can help women develop their career by providing a person who acts as a supporter and confidante which encourages independence. Mentoring can work in any industry or business, with the possibility of international exchanges taking place to help women from other countries address the imbalance when it comes to women in roles of authority.

Horizontal takeoff single stage to orbit vehicles can reach outer space more easily with the help of aerial propellant transfer technology. Spaceplanes receiving propellants based on this approach, such as the Black Horse, require less propellant to overcome drag and escape from gravity.
