U.S. still off limits for U.K. carrier

Virgin Group's goal of launching a no-frills US airline called Virgin America is stymied by US airline ownership rules, which restricts foreign voting control of a US carrier to 25%. The same rules is being used by UK-based Virgin to block the proposed British-Airways-American Airlines alliance. A Virgin spokesman said the company has not reached a deal with any party because it wants to keep tight control over its brand name. According to sources, Virgin appears to be looking for a partnership with an existing short-haul, low-cost carrier in the US.

British Airways, on the other hand, encourages the creation of a unified system for reporting unruly airline-passenger behavior among regulators in the aviation sector.
