Article Abstract:
Germany supports a European defense identity, but there are problems in assessing Germany's financial contribution. Defense accounts for 1.5% of the gross domestic product of Germany compared with 3.2% for the US, 2.8% for France and 2.6% for Britain. Germany also aims to make more defense cuts, and this casues concern to the US. The US is also concerned about the possible impact of a European defense initiative on the North Atlantic Treaty Organization.

The main German armed forces are to be reduced in size, and the rapid reaction force is to be enlarged, if a defense review is implemented. These proposals would mean a major change for Germany. The proposals are examined in further detail.
