Article Abstract:

Milhollin, who heads the Wisconsin Project on Nuclear Arms Control, exposed the unlicensed shipment of a supercomputer to the China Academy of Sciences in 1996. This incident prompted the government to impose tighter controls over the export of similar technologies to China.
