After Venezuela's flood
Article Abstract:
Flooding has destroyed coastal towns in Venezuela, as well as shanty homes round Caracas, the capital. The Venezuelan economy is already in recession, and the flood damage means job losses and no change to tackle the budget deficit. The government aims to settle flood victims in the interior where the population density is low, but people may be reluctant to move away from neighborhoods and jobs. Meanwhile, and election is scheduled for Mar 2000, and the flooding also occurred at a time of a referendum on the new constitution.

Being eaten away: flood insurance
Article Abstract:
Winter storms wash away shores in New England and use up much of the reserves of the underfunded National Flood Insurance Program. The government continues to subsidize flood insurance, which means taxpayers pay for the inevitable destruction of poorly located homes and hotels.
