China National Offshore Oil Corp. has bid $18.5 billion, a rival bid to Chevron Corp. for Unocal Corp. of the United States. The petroleum company has mobilized four law firms, two public relations firms and three investment banks, using Wall Street strategy in the United States acquisitions forum. The China National Offshore Oil Corp. is 70 percent owned by the Chinese government.
